Who's this eligibility check actually for?
Anyone who earns income from outside Turkey and is considering relocating to (or already living in) Istanbul. Particularly: remote employees of foreign companies, freelancers with non-Turkish clients, founders running businesses incorporated abroad, crypto traders, and capital-gains-rich individuals. If your income is mostly Turkish-source, the tax-residency angle won't help you much — but the rest of the guide still applies.
What's the difference between today's DNV tax exemption and the 20-year regime?
Today: Turkey DNV holders can be exempt from Turkish tax on foreign salary (Article 23(14)) — provided the salary is paid in foreign currency by a non-Turkish employer to a non-Turkish account. This is law right now. The 20-year regime (Law 7582, in force June 4, 2026 via Resmi Gazete issue 33270, retroactive to January 1, 2026) extends this to ALL foreign-source income — salary, capital gains, dividends, royalties, rental income from foreign property — for 20 years. Same eligibility framework: 3-year non-Turkish-tax-residency lookback. The implementation tebliği (still pending) will define per-visa-type eligibility. Both regimes coexist.
Can I qualify if I've been to Turkey on tourist visas before?
Yes — what matters is tax residency, not physical visits. The 3-year lookback measures whether you were a TAX RESIDENT (typically 183+ days/year in Turkey) during the past three calendar years. Short tourist stays don't generally trigger tax residency, so you'd still likely qualify.
Is the 20-year regime actually law yet?
Yes. The 15-article bill passed TBMM's General Assembly on May 21, 2026, the President signed within the constitutional window, and it was published in Resmi Gazete issue 33270 on June 4, 2026 as Law 7582. GVK Mükerrer Madde 20/D is now active law, retroactive to January 1, 2026. The only remaining unknown is the Ministry of Treasury and Finance's implementation tebliği (uygulama tebliği) defining specific eligibility for each visa type.
